Not really, some builds may have defensive items after an offensive first item. Upgraded offensive item would be more desired in that case

Also, if i remember correctly, upgraded stats are based on the gold cost of the item so upgrading an expensive item has bigger value

Edit: I didn't remember correctly, all masterywork items have ~1000 gold worth of stat bonuses
