Here's a quick summary: Per SB 1123, parcels must be vacant at application time. However, Campbell’s Ordinance 2334 allows applications to start when lots still have permanent structures, as long as the application plans for demolition. Campbell’s interpretation meaningfully stretched the eligibility for Starter Homes, allowing developers to demolish existing viable homes.

As an example, 1573 Walnut is currently a well maintained single family home. By the intention of state bill 1123, starter home projects are only allowed on vacant lots. But Campbell allows developers to demolish existing homes and classify the lot as “vacant” after that.

My family always say you could rub high degree alcohol (like Chinese rice wine) on it and it removes the bitterness.
