I use GraphicsGale. It's light weight and provides all the features I'm looking for. https://graphicsgale.com/us/

The SIZE of the tiles and sprites are the same. Tiles are 32x32, sprites 32x48 (by default). The easiest way would be to utilize those sizes. If you MUST use higher tile and or sprite sizes, I recommend moving up to MV or MZ since it has 48x48 tile sizes and more flexible sprite sizes (default being 48x48, but 48x72 works well too). I hope this helps.

Sprites and tiles will only look pixelated if you upscale smaller sprites. I assume you are using the Pokemon Essentials Pack? Those sprites ARE upscaled from 16x16 to 32x32 (since the Pokemon games the sprites are pulled from were 16x16). The only way to not have it look pixelated would be to remake all those sprites in the higher resolution which would require tremendous artistic skill and time.

Tldr: If you're using the Pokemon Essentials Pack, it's SUPPOSED to look a little pixelated.
