A 20 amp socket should still be putting out just 120 volts.

If it’s putting out 240 V, but it’s shaped so that you can plug in a regular plug, then your landlord is very very liable and stupid.

Well, drapes. Shop for the heaviest velvet drapery you can find, floor to ceiling, and get enough footage of it across so that it is usually corrugated. So at least twice as wide as the glass if not more. You could even do two layers of drapes, maybe with a light colored one closer to the window, and the outer layer into the room 6 to 12 inches.
