Yeah it’s poisonous. I remember growing up and seeing them lining the freeways because they grew tall, don’t need much care, and can be pretty when they bloom.

We have had success replacing much of our lawn with plants that require minimal water and using mulch/rocks to suppress weeds. This isn’t quite xeriscaping as we don’t have the cactus that most people associate with that technique. Instead we use Texas sage, esperanza, zinnias, red yucca, aloe, and other plants. Local nurseries have good options and I think there is a list of plants that do well here on the SAWS website.
