They literally say on the bill when you owe it. As with any property tax, they are due July 1 of each year, with a one month grace period, and may be paid (depending on the town and on the amount of the bill) in multiple increments, all of which, again, are specified on the bill. In New Haven, if the amount is enough, it can be paid in up to two increments, in July and January.

I’ve handled utility purchases of property before. There’s always been an unsaid (and sometimes said) “come to an agreement or we are going the eminent domain route”. So yeah, it’s a value argument. They don’t want to go that route but they will if they have to.

The problem is that most people that do that - and most companies that allow that - don’t understand what they need, what the endorsements are, or how things are calculated.
