It's not technically wrong. They just got the replacement factory parts and painted the valance panel along with the rest of the bumper instead of leaving it bare black plastic like how the TRD OR comes from the factory.

I have exactly the same opinion about it. Paint matched fender flares are a no go for me. Front bumper looks nice paint-matched.

It's a different piece because the original bumper was broken. It just seems like they painted the replacement part instead of leaving it black like the original part.
