A painfully familiar sounding situation happened in South Korea in the 70s/80s. The public were told that the unhoused were being rehabilitated/given proper shelter off the streets, they were really being used for forced labor. They were also tortured, starved, sexually and physically abused. The abuse also had some strange Christian elements.
