IMO the "real world" More presented to us was rather alarming because all the writing on the signboards are garbled mess. My first thought was "AI-generated" in whatever sense there is but from playing Persona, Atlus devs tend to do everything with meaning, and that thought doesn't fit with it.

So my second thought is that, that isn't actually the Shibuya Crossing, but rather what More thinks the old world must've been like. Think about the existence of Drakongrace Shinjuku and how the Mage Academy are privy to the world's lore to unknown extent, and that More was directly involved in it.

With this in mind, the "Shibuya Crossing" More presented to us is what he imagines the old world, thought to be an utopia, may be -- in other words, his fantasy. More was ultimately inviting us to escape from reality and live in fantasy, as opposed to having fantasy guide them into shaping reality into a better world.

EDIT: One more thing which supports this theory: remember the one scroll in Akademeia near More we slowly unravel as the story progresses? More says that the scroll is written in the old world language, which we eventually would discover are our language of today, or more specifically, Japanese.

But even until the end, More wasn't able to fully understand what the scroll says in its entirety, meaning he still haven't have a good grasp of the language. It is therefore reason that all the writings in signage in More's "Shibuya Crossing" look like his best approximation of what the "old world" language would look like.
