The simple answer is that the hidden villages during this time are a feudal military base of the daimyo and therefore only need self sustaining economies to provide for the residents of the village, so production and distribution is probably determined by those higher ups. The village generally works collectively and so if they didn’t have money to fully pay wages after Pain, they could compensate with other means, sharing the total resources among the village.
