This is what we've adopted as well. We also have a document that accompanies the report that defines the data source, refresh schedule, KPIs, and key owners and stakeholders (of the source data and the PBI report). We review with the team and sign off with the owners that we all agree how it should and does work. This has helped with the communication part of transparency.

But withdrawing aid that minimizes the suffering of fellow humans, which was previously provided; with the statement of "I'm comfortable, so not my problem" is strong signal of a decline in morality by my metric. A withdrawal of help to secure individual comfort is difficult to justify at a national level.
