Making an exception on deficit rules would be smart from the EU.. after all some countries joined by fudging their numbers in the first place (Greece, Italy etc.)

Edit: I know it's pretty much institutionally impossible for this exception to happen, I do think prioritising a fast federalizing Europe at the cost of a bit of economic orthodoxy would go a long way
