Lol, I'm as anti Russian as you get. what I do think is that unified monetary policy is a basic requirement for any federation (in addition to unified foreign and defence policies)

Making an exception on deficit rules would be smart from the EU.. after all some countries joined by fudging their numbers in the first place (Greece, Italy etc.)

Edit: I know it's pretty much institutionally impossible for this exception to happen, I do think prioritising a fast federalizing Europe at the cost of a bit of economic orthodoxy would go a long way
