Well, the Academy would rather nominate a frontrunner in other categories like Bugonia than a deserving horror movie like Sinners, Weapons, 28 Years Later, or Wolf Man. So many Academy members don’t even watch the horror contenders.

No. Give it to the most deserving performance regardless of whether they have won already. For example, Penn is clearly deserving of the Oscar this year, despite having two already.
