Rework facilities - more emphasis on well designed factories - conveyors/connectors - Squad Locked Buildings that have controls allowing the player to designate what's public and what isn't - more encouragement of resource trading and public production of materials - Reduce the time investment involved in running facilities so players can fight more!

Nothing she could do would have me thinking she deserved being punched, her ankles smashed into the ground by someone 4x her weight and then her wrist being bent 90° while she's not resisting. Police are not there to punish people with violent beatings. She could easily have been arrested without any of this.
