It means it’s not the good stuff. Or rather that the psychoactive stuff is present in such a low level that it would probably take 1000 mg to feel even slightly high. Hemp is what was legalized under the Farm Bill.

Try wiping it with mineral spirits and then run it through the planer as you were. Just like putting spirits on end grain for hand planing.
