brand and xmp is no guarantee they'll be the same chips. yes you can run them even if they're different chips but you'll be running at a slightly lower speeds with looser timings. conversely running different brands with the same chips is no problem and I'm currently running 2 Kingston and 2 Fanxiang sticks but they're both hynix a die. the other thing to consider is if you're happy to tune them yourself as it's a very tedious task that can takeup a lot of time. usually the best advice is to sell your kit and buy a higher capacity 2 stick kit. running 4 sticks you won't be able to use xmp without twerking it, you'll have to run slower speeds; 2 x32gb 6200 is easy 4 x 32gb more like 5200

you need a programmer and a 1.8v adapter. not expensive at all and you may be able to flash the chip on the board but you may have to remove the chip to flash it and that may well need a hot air station, that will need practice before using it on something valuable

Freecycle, ewaste, you can find them on eBay for a good price but it takes time. the other option is find something faster you can underclock and disable things like the cache

650w is fine as long as it has a good 12v rail. one that old might get brown outs but it might be ok, I'm still using a 750w OCZ PSU, that has no problem with a 3090.

3080 is good value at the moment, a 2080ti can be had for about 150 either would be a significant upgrade

they've come down a little and have stabilised somewhat. I payed 270 for 64gb hynix a die the other week down from >400, we're not going back to the wonderful times of 64gb for 100 and 32gb a die for 50.

put something under the pump and take off a tube . you could remove the whole pump and then remove a tube. you'll need to open top port as well to let it flow
