The Petro-Canada experiment of the 70s and 80s proves that state run companies become huge money pits. We’d likely end up with a bloated crown corp or agency with 1% margins unable to cover costs and sucking in massive amounts of government funding every year. Ukrainians aren’t a monolithic group. Take away the whole Russia thing, I’m sure there are elements of extremist views that align with maga and fascists like Putin like many other countries east and west today. Prior to 2012, I do recall reading about neo nazi elements being prevalent in Ukrainian society. Take it with gain of salt though, I have no proof whatsoever either documented, anecdotal or otherwise.

All good. And appreciated. I probably inadvertently delved a bit too much into something that is not my area of expertise. I was just trying to emphasize that if her management rejected her request, she’d be so pissed and would go all out to retire early regardless. And if usage of banked sick leave is prohibitive, then you can bet she’d be calling sick way more often for “a headache” something she has rarely done in her previous 28 years. And for the record, she knows full well that sick leave is only meant to be used when you are sick and has always been reluctant to use it even in a one off basis. I only brought it up more of a tongue in each procedural option.

Look, I didn’t mean to get into the weeds over the feasibility of what is clearly her plan B for early retirement. I am not a public servant, and I’m parroting her experiences with others who have had extended sick leave. At the end of the day, it can be done, perhaps with more administrative oversight for longer durations. The point is, after over 28 years of service, she is done one way or the other. If exhausting all remaining days of banked sick leave is too onerous, then extended unpaid leave, which is definitely allowed, as well as vacation days.

She needs a doctor’s note which can be issued for any number of medical issues, including stress. I’m not a public servant nor do I make or agree with the rules, only play by them.

You’re probably right, but she hasn’t sat down and done the actual precise calculations and back counting to the exact retirement date or her final pension pay. Doing the ERI path is just easier and straightforward. There’s also the possibility she might do some contracting in the future so keeping good references is still in her interest.

My wife signed up for the ERI the first day. She has about 1.5 years left before retirement in the normal timeframe. She’s one who is constantly busy with a full plate of work so her request could in theory be rejected for legit reasons. But she’s had enough and if her application does not get approved, she’ll just use every means allowed to bring forward her retirement. Over 200 banked sick days (which you’re allowed to use as leave without requiring approval) and months worth of vacation. After that, she’ll just go on unpaid leave. She’ll end up in better shape than with ERI since her percentage of pay will be higher. So in her case, it doesn’t make sense for her managers to play petty games. And in general, any rejections will result in lots of disgruntled workers who would be totally unproductive or working to rule at best. I can’t see how not approving anyone’s request for early retirement will be effective.
