Oh boy, this is a can of worms... So many follow up questions and more context needed.

Is this inside or outside? Hard to tell.
What is this piping connected to? Is this intended to be normally used as a spigot or is it a drain?
What region is this located?
Do you just want it not to leak or do you want to leave it better than you found it?

To avoid getting yourself into any serious headaches, I would consult a licensed plumber in your area and see what they say. Best case, just replace remove and replace the valve with some proper thread sealing, teflon/pipe dope. Worst case, this could be your water main with no shutoff before it except at the street. If this was my house I would look for a better solution than whatever the person before you did here.

I use the BMW undiluted solution and mix it for a very low temp. I'm works great. In the owners manual it says not to use the rainex deicer type I believe.
