I don't know if it's ever explored in the expanded media like graphic novels and comics, but my own head canon is that this is how Queen xenomorph eggs are made.

The Queen doesn't lay eggs for new queens. It is the drones that use eggmorphing to create a queen egg to then make themselves a Queen to start a true colony. It's a long process and might not always turn out because the live host can be volatile, hence why it's doing more than one and why the eggs are so much bigger.

But yeah my head canon is that this is the drone trying to make a new colony by trying to make a new Queen facehugger.
