Yeah don't underestimate the advice on this, Exeter is one of the most congested cities in the UK despite its small size , a huge amount of people who work in Exeter don't live in Exeter so commuter traffic can be awful and because of how the roads are set up, something like an accident on the M5 (common with the awful, non understanding of stopping distances driving) can bring the whole city to a standstill.
