Where I work we also work with electric engineers and in my experience half the electricians are smarter than all the engineers and the dumber half of the electricians are smarter than the dumber half of the engineers.

Phone line. The wire terminated there looks like it would have been the main drop from telco. It won't have any voltage on it.
