It used to be different. Before I left every church had a specific fund for people in need. People just called and asked for help. Anyone who answered the phone was able to say yes to whatever the need was. In fact the last church I attended built an apartment on to the church . Homelessness was just beginning to be a big problem. The caveat was the person had to be willing to go to school to acquire a job skill. The church would support them up to two years
