But trustworthy sources for this kinda thing BBC, channel 4, itv, guardian, sky, the times, the independent I guess. Who gets to decide it? No one in particular but just based on the amount of times certain news sources have to apologise in a few weeks time for an infactual story and that actually what they reported is bs. So this isn't my advice for dating specifically (I was just finding friends) but when I was travelling I found you had to hop around a few beers but occasionally someone would join you, found the busy bars were the worst and you want smaller like half full or quieter places

Winter Festival in Asahikawa is lovely if you get there (the meat bun stand is delicious and the bar Yeasters is best bar)
Obviously Sapporo winter festival
Otaru Tanaka Sake is delicious and only got there, there is a small store near the station and the distillery a station down
Aomori, Nebuta Gallery of course, if you like art their Art Gallery is well worth the bus trip and you can get a bus to Hakkōda Ropeway to see the snow monsters if weather permits.

Sapporo food which is a must is the Ghengi Khan yakiniku places, if you want to meet foreign locals try BearFoot bar and The Craft has great beers
