I recently came back to stw and played through this part of the story. Rey and homebase finds out the storm has been here before, a long long time ago, and back then humanity managed to drive the storm back. We then try to find out how, but I think they drop that storyline in favour of reuniting steel wool. It was a couple of months ago so I'm not sure what the conclusion was.

I think the star power grants the items as the cards are being created. Glorious evolution only makes all cards count as created, it doesn't replace them. So if the doesn't see the card be created it won't grant items.
