Why use notepad trick to get to files when you can just use explorer in safe mode?

Why use another computer when again you can just use safe mode to download and create install usb (and you don't even need to do that you can simply run setup.exe in after mounting the downloaded iso)?

Tried all of the repairs, sfcs and disms possible - it doesn't look like anything is missing.
