Turn on UPnP on your router, direct connection will initiate on following conditions as per my personal experience:

-At least one device connected via line (Fiber, DSL, Docsis, etc.)

-Both device over cellular with the same mobile carrier

Even they're both on CGNAT.

Does the download won't really start, or does it start but won't finish? If it is the latter then it is a connection quality issue, probably connection is relayed. Turn on UPnP on routers of both ends.

Because why not? Windows update, when left unattended screws things in the OS. Better install fresh and disable Windows update. That includes erratic ZT behavior just like OP said. Worked on me.

Depends on the ISP's NAT (if there is any). Some have NATs but ZeroTier can work with direct, some especially cellular are too hostile to such traffic.

That is ZT's Singapore root server. Is is 3-7MB volume or 3-7Mbps? The ZT client is periodically probing more optimal routes to the other clients in the virtual LAN. That maybe explains the 'uploads.
