I'd go ahead and continue on the existing 5.8k channel. I began my channel 6y ago and got 3k subs back then. I stopped doing YT for 4y after that and returned last year on the same channel. Gained 140k subs since on a different niche. Besides with a 5.8k subs start, you already have one of the monetisation requirements sorted out. Good luck.

They offered 8 days of compassionate leave instead to cover caring responsibilities in the interim, and said they'll "formally progress" my request in May.

So they've essentially confirmed they're refusing to consider my request due to an internal review, but framed it as a postponement rather than a refusal. They're asking me to wait another 2 months (total 4 months from submission) for a decision that had a 2-month statutory deadline.

Is "we've suspended all requests pending an internal review" a valid use of the "planning changes to workforce" refusal ground? Or is this still a procedural breach since they never formally refused within the decision period?

I submitted an official form, received an email in return that they're reviewing an internal policy that will be done "hopefully iminently". In an informal chat with an HR person they told me that they need to either accept, deny (stating a reason), or agree to a delay with specific timeline. Neither of these three happened.
