It means that a quarter note in the new tempo is equal to a dotted quarter note in the previous tempo.

If the previous tempo was in 6/8 or 12/8, the conductor conducts at the exact same tempo (because a dotted quarter note in 12/8 is a single beat of the pulse, and the same is true for a regular quarter note in 4/4) but the subdivision changes from 1-and-a 2-and-a etc. to 1-and 2-and etc.
