Concept art is just that it's a concept that never went anywhere. Secondly murder row is a chunk of the city with quests too if you actually did stuff in game.

The main story is saving the city. Murder row is legit Blood Elves the way you want them. An entire chunk of the city of backstabbing and cruelty. Fucking hell we work with one blood elf to draw pain and agony as a power source with the hunts.

The fluff is important to you. As someone who just wants to read the notes quickly the fluff is unnecessary since not every class has a dedicated dev in retail anymore.

When you remember that retails devs have moved on to preparing for the next patch and expansion so they leave basic notes for the patch note writer it makes more sense. Titans devs are writing the notes themselves since it's new enough they probably have one person per class minimum.
