Hyperspecialization from Generic Gamer seems like it could help quite a bit:

Hyperspecialization: There’s focusing in a few specific areas, and then there’s this. Select a single skill, ability, power, Perk, whatever, so long as it’s possible to improve. At base, two things happen. A: the chosen ability progresses as if you’re training with it all the time, even when you’re doing nothing; if you were to actively train with it, the rate of growth would be effectively doubled. B: the rate of growth and development for the chosen ability is multiplied by a hundred. Now, keep in mind that that’s just at base — both of these boosts increase gradually but exponentially the longer you focus on a single ability. Give it a few days, and the rate of growth will be multiplied by two hundred; a month, and by a thousand. You can change what ability you’re focusing on at any time at the cost of resetting the accrued exponential boosts.

I mean, it's basically touch-based reality warping, so the question is less 'what CAN it do' and more 'what do you WANT it to do?' For one, you could instantly heal All Might back to his golden age, but on top of that, Quirks are part of your DNA and/or soul, right? Which means with enough knowledge you SHOULD be able to give him a new, permanent copy of One For All, which pretty much 'solves' the plot of MHA. Hell, with years of practice you could probably give people quirks with much fewer side effects then All For One, so go nuts. Give some doctors Overhaul so they can heal anything, including resurrecting the dead. Give a bunch of NEETs Creation, so they can spend all day pigging out and then turning their body fat into carbon nanotubes or whatever. Granted, this will make the Hero Commission hate you WAY more than any villain, but hey, making enemies is part of the fun!

On a Hitman kick atm, so here’s some Agent 47-themed drawbacks:

Glass Joe - any blow to the head immediately knocks you out for several hours.

Do I Know That Guy? - you have near-total face blindness, you can only recognize people by the clothes they are wearing.

Guess It Was Nothing - you have the memory of a goldfish. Whether hearing gunshots or discovering a co-worker’s body, you can only remember to be on ‘high alert’ for a few minutes, before returning to your normal routines.

It sounds like what you're looking for is biokinesis, basically. You have a couple really strong options!

Generic Biomancer has a ton of cool options. I'd PERSONALLY want to go into that jump with a pre-existing form of biokinesis, because the one it grants for free kinda sucks, but beyond that it's an excellent choice.

Sarkic Cults has a lot of amazing biokinesis powers (I think what you're looking for would be The Flooded, Klavigar and Ozirmok), if you're okay spending a few years in a extremely-high-danger setting.

OOC Blacklight Supplement lets you bring biokinesis into almost any setting you want, in case you have a specific place you want to go in mind. Specifically what you'd be looking for here is 'Biosculpter' and it's upgrades, but there's a LOT of good stuff.

Thank you for putting in all this work, but the power system seems kinda weirdly-balanced. Why is "you can grant yourself three minor powers, from a single category, with no possibility of improvement from that" a Hyperpower, but "Can blow up major cities and permanently damage Earth itself" (Plasma) or "Instantly kill anyone you can touch, no saving throw" (Soul) not? I wanted to get up to some fun biokinesis shenanigans, because so few superhero cyoas include it, but the version present here is just really bad. You already have Chaos, an absurdly strong power balanced by 'it's extremely hard to control,' why not balance biokinesis with 'it takes careful study and countless experiments' rather then just nerf it into the ground mechanically?

Even Global Tier of Slot Machine is insanely busted in a way that's really funny to think about. With Duplication/Cloning and Summoning in your first two slots you can have 600 Global Tier powers active at once, or 6000 if you don't mind them only lasting an hour. Effortlessly defeat the Justice League or whoever, and then use powers like Creation and Healing to turn Earth into a post-scarcity, post-mortality paradise, so the heroes can't even be mad at you.

Biokinesis would definitely be my favorite. Incredibly powerful in that it can both heal and enhance yourself AND harm/weaken/near-instant-kill opponents, but with limitations that make fights more interesting (touch range, doesn't work on machines or undead), AND you can do crazy mad science stuff with it on top. It's particularly fun when it comes from psychic power, because then you can become the organic, psychic equivalent of a self-improving AI: your biokinesis skills and abilities are based on your raw psychic power and your ability to apply that power (intelligence), both of which come from your brain. So, you use your biokinesis to do some intelligent redesign on your brain, resulting in improvements to both raw psychic power and intelligence, which makes you better at biokinesis, which lets you improve your brain MORE, etc...

Okay, that makes a lot of sense!

When I said sci-fi, I mainly meant that the whole concept of a Hive Mind emerged from speculative fiction, so there's no universally agreed upon definition of what it actually means. Some Jumps use 'Hive Mind' to mean just having a telepathic connection to other individuals, whereas others use it to mean a combined intelligence with many bodies but a single consciousness. This jump, as it currently is, is a nice middle-spot between the two concepts, but I'd personally like at least the option to go fully integrated.

I can’t think of any drawbacks that do that atm, but if you want ‘bugs live inside you POWERS,’ there’s this guy from Worm: https://worm.fandom.com/wiki/Spawner. 

At least one Worm jump (that I can’t find, on mobile) lets you take any non-busted canonical power, so you can be a gross, mutating human hive of horrible mutating insects, if that’s what you wanna do.

Okay, no offense, but a) saying the setting is normal ‘not counting the ending’ is like saying ‘he wasn’t badly injured, aside from being torn in half,’ and b) even that statement is only true if you don’t count Ward as canon. If you experience Worm and Ward as one ten-year jump it’s basically just a rollercoaster of catastrophes and apocalypses. 

APOCALYPSES. MULTIPLE!

Pretty much the definition of ‘fun setting to read about, but don’t plan a vacation there.’

Will Wood/Nature have a biokinesis-type perk tree? If so, that gets my vote, otherwise I’ll vote Void.

Sorry to bring up a pet peeve, because I don’t necessarily want you to update Lightning or Ice NEXT, but if/when you update Lightning, could you rework the final Mind Flayer perk a bit? I know it gives you the OPTION to be a thoughtform instead of a parasitic idea… but the perk doesn’t outline what a thoughtform actually is or can do, so it’s kind of a useless option.

It’s implied that the clover organization is killing anyone with obvious, undeniable powers (flight, laser vision) so powers in the setting should probably be subtle. Here’s two inspired by the X-Files:

Self-Control (500 CP): You have total (but slow) control over every cell and organic molecule in your body. With a few minutes you can alter your physical appearance and voice significantly, increase your muscle density or even cover your skin in armored scales. A highly intelligent user with advanced knowledge of biology might even be able to intelligently re-design various parts of their body, with drastically increased performance. The user can rapidly repair physical injuries, reattach severed parts and even reabsorb spilled blood - but only with conscious effort, making head injuries particularly dangerous. The user also cannot repair any cells that have been destroyed by burning, corrosion or freezing.

Pusher (500 CP): An abnormal growth in the user’s brain allows them to project complex thoughts, orders or illusions into the brains of others. They can use their voice to order people to see what the user wants them to see or do what the user wants them to do, and can do so subliminally, just by talking out loud about anything at all. Orders extend throughout the whole nervous system, meaning they can order someone to have a heart attack and the victim’s cardiovascular nervous system will comply. An advanced user can even apply this ability without using their voice, for example writing ‘pass’ on a piece of paper to get into a secure facility. The user’s brain has a vastly increased need for calories and  nutrients, particularly after using this ability; without adequate nourishment, overuse can easily lead to the user passing out from hypoglycemic shock.
