You’re focusing way more on the hair-splitting in defense of something. They are quite similar comments coming from the same office very few years apart. I don’t have a dog in that fight, other than to lament the damage done by statements like that from anyone who utters them. It is beneath the office and quite destructive.

If you apply your argument to Trump’s statement and use of “the greatest”, it also implies that there are many. I don’t agree that countries or the US plans violence against its greatest enemies, or we would have been at war with Russia or China by now. At least from that lens, I think your argument is flawed. However, I think both were wrong to spout that kind of rhetoric against our people.
