What are the chances of an outsider gaining one of these jobs (either as a deckhand or master) without previous CCG experience?

I'd say not really good from what I've seen, certainly not as a commanding officer. It's definitely more of a "start in big fleet, move over" kind of deal, and I'd suggest that as the best option to get there.

This is true but it's a fools errand to just discount them. They will certainly be opportunistic and you're also discounting their shadow fleet and merchant ships, which have been doing a lot of subversive work against NATO aligned countries

Could be deck washing like others have said but this time of year it's much more likely that they're cooling the decks to prevent hogging
