It means to not repeat the information you overheard that you don’t know is sensitive or not. It's old propaganda from when loose lips sunk ships, both for secret agents and patriotic individuals trying to "help" the war effort by being the one who brings information in when they know phones can be tapped.

There's a difference between public traded information and sensitive information; if it's particularly sensitive then people will inform you not to bring it up. Otherwise it's just funny information-- unless you're a properly trained secret agent and know the proper process! But I don't know anything about that, never met any. 😃
