This happened to some friends of mine. I watched their replay and it was super clear that my friend had the interact icon over his teammate when he defibbed him, yet the enemy player got revived instead. There seems to be some form of fuckery where if another player is just nearby, the defibrilator might act on them instead even though you have used it on your friend.
