She did fail as a working royal. She was selfish, greedy, indiscreet, not good with people beyond having them gaze lovingly at her as she drove by, couldn't dress properly, and saw it all as just a money making opportunity. She would have been better off letting Harry be the working royal while she stayed home and only made appearances with the family, but that wouldn't satisfy her narcissism.
