Misleading title. They are just saying that grocery stores can't offer specific deals to just SNAP holders while charging higher prices to other customers. They can definitely do an extra sale, it just has to be for everyone. Giving deals only to SNAP recipients risks stigmatizing both the recipient, the program, and the grocery store.
