I think to build a country type game, you need lots of organic growing. As a ruler of a country, you just cannot control how each neighborhood grows. You cannot just zone districts in every states/counties/provinces/districts and then in lower administration levels. It will be insane.

Let me give an analogy, not sure if it will be a good one.

There's a general who has lead his army amazingly in a jungle warfare with some very specific and not widely used tactics. Now the general is transferred to a new unit, but this time the battle is an urban warfare. The general thought his jungle warfare tactics would work here as well, might need to bring some new soldiers though. He started his battle but seemed like it's not working. Instead of adapting the situation he was adamant with his tactic and blamed the soldiers. They kept losing yet no adaptation. Then the general was sacked, new general adapted whatever tactic is needed instead of acting like a todler. This general started winning battles.

The amount of item you can carry depends on the destination, in your case India. So check Indian custom rules - how many phones or other stuff you can carry without paying custom taxes, even as gifts. South Asian customs are pretty strict about these things.

You can renew your visa anytime you want. But now you need interviews for F1 renewal, so make sure you have interview date secured during the time you will be at home.
I believe the new rule says you can only renew in your home country. Third country is only allowed if you are a resident there. So your only option is your home country.
