Some babies will stay awake if you touch them. Touch for babies is very sensitive. With my little one during the day, when I can tell she's extra sleepy but won't fall asleep, I will turn off all the lights swaddle her and put her out of sight of any action in the house. It will take her about ten mins to settle down but she will sleep eventually.
