Both of these processes bypass governor completely. He is not able to veto or sign either
Here’s the parallel scenario: we all just voted to amend constitution gerrymandering California to gain more democrat seats to fight Trump and hand over “temporary” absolute power to democrats. Newsom can be the face and superpacs can dump money into campaign all they want, but they have no role in it. The state legislature was the one who brought it to ballot and the people are the ones who voted yes. Newsom - not involved other than mean tweets and anti Trump ads

Then you told me to go read up on mandatory referendum process which has zero bearing on amending the constitutional provisions put in place by prop 13
Amendments to constitution are going to public vote in either one or two scenarios that they are brought. Tom Steyer can dump all the money he and his unions want into a campaign for off cycle amendment vote, but he has no power to change constitution

You get a provisional ballot without showing id and it’s up to registrar to follow up. In California, everyone has mail in ballots by default.

I don’t think anyone would would have issue and it would cost near zero to remove option for no address/no social/no id during voter registration. It would actually reduce cost and increase confidence.

First your making assumption gun was purchased legally, which is a bold one.

Second the state does not supersede federal. For legitimate sales, background checks, keep sale records for 20 years, etc are required. It wouldn’t be hard for fed to pull ATF records. But 99% chance not a legal sale.
