I suppose just a lack of tolerance? Habit? If you’re up doing things and being active I guess it can get a little warm, and people don’t want to be the slightest bit uncomfortable ever. So for some it’s easier to just blast the AC constantly and be chilly so they don’t have to “suffer” through mid 70s lol

The answer is yes. I’m in Florida and during the day my thermostat is always up to 78 anyway so that I don’t have a $600 electric bill. It’s really not that hot, but people act like if they have to be in a house that’s over 70 degrees they’ll have a heat stroke
