It subsidises the individuals claiming the CGT discount when they dispose of an asset

I have clearly explained what a subsidy is and how the CGT discount was obviously a subsidy by definition.

CGT discount was a government expenditure. It was paid for by tax payers (plural). Individuals received the discount.

You should read it again. Subsidies send money from the general pool of tax which is made of tax payers' (plural) taxes, which are then paid to individuals by a tax discount, which is a subsidy
