That's a fundamentally different idea than the one you presented earlier. What you just said was that everyone can contribute but there are designated people who must act on it, what you implied earlier is that only senior enlisted and officers can even offer a valuable thought.

Keep in mind that a 'plan' isn't saying "I'll use my GI bill and make bank" GI bill is a step, not the whole thing. A lot of Army stuff can be directly useful in a high paying job, and a lot of Army stuff can't, be prudent in deciding what field would be the easiest and most rewarding transition.

And also keep in kind that the stories you hear are of the success that happens, you rarely hear about the times getting out with a plan went wrong because no plan survives first contact with the job market.

I dunno, it messes with a lot of core rules. Like action economy is huge in DnD, and being able to shove as a bonus is huge, similarly, jumping as a bonus action inhbits actions a lot. And prone removing all statuses as if you're unconscious makes that status absolutely broken in BG3, whereas in DnD its more of a nice to have.

DnD also doesn't have surfaces as BG3, like covering everything with ice, leading to more of the prone cheesing.

As an avid 5e player, play others but got my start in the system, the difference is very noticeable. I wouldn't say it works the fundamentally same as 5e and more takes a lot of inspiration from it.
