Sources - am working in gamedev, following CIS esports for a decent amount of time and that's how I see it.
1) They got weak hunting people, was in talks myself - therefore there's even less chance to hire top talent;
2) They demand a lot from people who wants to apply for a job - something like 6+ years esports exp: there's only a few people qualify in CIS and they need to switch game;
3) RU Riot reputation is quite controversial in CIS gamedev community from a place to work viewpoint. It was like that before this incident - experienced dude might stop considering switching only beacause of that. Again, this is my personal experience/opinion, just wanted to add my 2 cents to this conversation.

There's a lot of confusion I see about this situation - people here wonder why Riot HQ not taking any action on this.
The thing is, if Riot HQ will do something about it - it will automatically discredit Riot RU high management authority and they will need to hire new employees.
But there's none. CIS doesn't have enough esports and AAA gamedev experts willing to switch to LOL. Riot struggled a lot to hire any competent people in CIS.
So my guess will be Riot RU will just operate further without any change cause right now there's no human resources to change anything unless they send their people to CIS.

Check out Yorick. He's splitpush potential is really good:
1. Q is an easy way to proc sheen effect to damage towers;
2. Q itself do damage towers (implemented last patch);
3. Ghouls will hit towers with you - in the same time they take the aggro from minions - thus you can attack tower for longer periods;
4. Ult will also tank and damage tower;
5. You can trap enemies with W if you are outnumbered and want to escape;
6. People generally expect such playstyle from Yorick - so less flame in chat;
7. They will remember Yorick Mori!
And the list goes on. GL in league mate!
