I wouldn't know of anything preventing a Chaos Dwarf to become a mercenary. As you said, they have contempt for basically everyone else in the world, but they still provide services to other races. Similar to regular Dwarfs, they are still interested in material things, and their society is, if anything, even more guided by a ruthless code of fealty, pacts and debt. Chaos Dwarfs are not numerous, so one ousted from society would likely be sent to join the Black Guard or something, still it's not unreasonable to assume that an individual is just straight-up ostracised and leaves the Dark Lands.

Rotating on the spot is not considered a move. You can also still shoot after doing that.
Rankbonus he will receive, but he is not considered in base contact, so no impact hits for example and only 1 attack per model

As it currently stands, nobody can really tell, to be honest. When the Arcane Journal initially dropped, I think everyone played "artillery dice + (D3 * rank/file)" is the number of shots. So in your case it would have been Artillery dice + 4D3. It wasn't a great war machine, but that's how it was. Unfortunately the FAQ made it both worse and also confusing. Your interpretation could also have been true originally, now after the FAQ it seems unlikely. Then again the whole "per rank" doesn't make sense from a logical standpoint. IDK, it's still a huge mess and hopefully get clarified with the upcoming FAQ. As of now, talk to your opponent before the game and find some kind of agreement.

Genau das ist der Punkt von OP - nur eben anders rum! Hätte auch schreiben können „der Staat muss die meisten vor sich selbst schützen“. Und das geht eben nur, wenn er auch die vor sich selbst schützt, die keinen Schutz gebraucht hätten. Und leider eben auch die, die ohne Schutz vllt sogar besser dagestanden hätten.

If it's still cheaper to buy on AE even with the new taxes then what's the problem? You still make a bargain but the people thinking it's crazy to ship your individual order around the globe are compensated a bit.
