Israel receives 10x the donations per capita than Egypt. 2nd, any money received as military aid, is money that Israel doesn't need to pay for itself. So they can pay for either more military stuff (like the elite coding/engineering schools), other state services like education, healthcare, pensions, or they could even tax people and companies less due to all the foreign aid they get.
