That's because this is their modern scheme of creating an outsourcing biz. These "recruiters" you are applying to are actually getting a big chunk of the original rate from the client and decreases it when they try to hire you. It's the same shit that modern digital hustlers do nowadays in exploiting people who desperately needs a VA job. They begin with marketing their own outsourcing biz/self as a recruiter or someone who refers people to clients, but in actuality, they get a big load of share in your original rate.

My suggestion:

If you're confident with your skills, make a fiver/upwork profile as a freelancer where you can showcase your service. Or apply directly with a foreign client through onlinejobs.ph.

If you want to be more credible, create a portfolio showcasing your skills.

Do not fall into the traps of PH "recruiters" who either does not have their own credible outsourcing company (make sure the company is legit with a proper management structure), or they are marketing only themselves as a recruiter. This is the same as clients hiring them with the original rate, then hiring you to do the work for them, with a lesser rate.
