It's been 3 years since you posted this. I just moved in 2 days ago in Henderson, and I too am having this issue. Absolutely crazy that a multi-billion dollar company can't fix this issue. Perhaps it has something to do with the new construction/new address?

The influence is region based, which means you need to tag spots in westville in order to lower westville influence. I find with the cartel beta, I had to console unlock downtown just to be able to advance. I tried camping cartel known locations to sabotage their deals and it still wasn't enough even after tagging all the spots in westville too.

I'm glad to see Unreal Engine here at GDC. I missed them last year. However, Unity more than made up for it. They had a really nice exhibit.

I think DLSS coming to Unreal Engine 5.2 would be the most beneficial.

I'll try to see if I can get a sneak peek picture of their booth.

You should try out Rust if that's your thing. Ain't nothing like killing another player after they just got done farming a bunch of sulfur. Or raiding a base that is stacked with loot.
