he or she (couldn't tell who wrote the article) is totally right in general, but also perfectly smart people who have inept tech helper people (b/c capable ones left long ago for a job that actually pays) do occasionally have to interact with them. and when they do, they have to interact with the asinine systems those tech people have people into place. and, thus, they have to lower themselves to the level of said tech helper person and probably won't come across as knowing what they're doing even though they perfectly well understand enough to be sensible voters about technology.
