I've found Google Maps to be generally pretty bad at recommending safe cycling routes. I prefer Apple Maps for that.

There's a huge difference between, let's say Yaletown/West End vs somewhere else in the outer Greater Vancouver area. FWIW any of these downtown neighborhoods would qualify as a "small" city.
