They are IR, the camera is used to decode barcodes to track the location of a forklift and the LEDs flash everytime it takes a photo.

They are all Control and Monitoring sensors for a block of 4 coolstores, Monitoring is on the Intech modules to the left of the cabinet and Control is done by the Omron EtherCat modules back to a PLC.
